A strategic leader in international policy, governance and sustainable development, Tobias holds a doctoral degree and has built a career rooted in evidence-based policy analysis, institutional engagement and strategic advisory. He has represented AIPRC and broader African interests at global summits including the World Future Energy Summit and the World Summit on Disaster Management — steering institutional growth, cross-continental MoUs, climate action, governance reform and policy-driven enterprise solutions.

A distinguished public administration and governance expert with extensive experience in strategic planning, institutional development, public policy, organizational management, and results-based management. He has made significant contributions to strengthening public sector institutions, leadership systems, and governance frameworks across Africa through research, policy advisory, capacity building, and technical consultancy.
Throughout his career, Dr. Mukabana has worked with governments, regional organizations, development partners, and academic institutions in the design and implementation of strategic plans, institutional reforms, performance management systems, and monitoring and evaluation frameworks. His expertise spans public sector modernization, organizational restructuring, policy analysis, leadership development, and sustainable development planning.
Recognized for his analytical rigor and commitment to excellence, Dr. Mukabana has mentored leaders and institutions in developing evidence-based strategies that enhance accountability, efficiency, and service delivery. His dedication to advancing good governance and institutional effectiveness continues to influence policy and development initiatives across the African continent.
